Overview
COPsync (COYN)
has created a revolutionary new product that has in turn become
the
largest
real-time law enforcement information sharing network in the country.
They are the only law enforcement software
provider to provide full information sharing capabilities to all subscribing
agencies in real time at the point of incident directly to the patrol
officer. As of March 31, 2009, COPsync had more than 3,600 police
officers committed to utilizing its mobile software application, but
this is only the beginning. The Company has shown explosive growth in the
past two quarters and receives recurring
licensing revenues monthly.
The idea of COPsync, derived from the 25-years combined law
enforcement experience of its founders Russell Chaney and Shane Rapp. Their
background includes the founding of CARad.com in January 2000, from a
start-up company to its successful acquisition by eBay, Inc. in March 2003.
After the completion of the CARad.com acquisition, both Russell and Shane
wanted to leverage their prior law enforcement background and their software
development skills to improve the day-to-day performance of their fellow law
enforcement officers.
COPsync, Inc. was launched to fill a large void in the Law Enforcement
Community. The founders and consultants saw firsthand the negative
implications associated with the inability of Law Enforcement Agencies to
communicate with each other and failing to share information and
intelligence to solve and prevent crimes.
The
timing was right to launch a technology company to eliminate the
deficiencies and barriers that prevent those professionals from successfully
accomplishing their mission of protecting our very lives.
After spending 18-months on research and development, COPsync,
was launched in April, 2004.
The goal of the company is to provide each
law enforcement officer worldwide with additional patrol hours each week
without increasing the payroll cost associated with additional or overtime
hours. The officer on
the street was tasked with a growing burden in their job, known as
paperwork.
To accomplish this goal, each officer would need to be able to patrol
additional hours without physically working additional hours each week. Each
knew that with the right technological advances applied to the law
enforcement field, their personal goals set-forth for COPsync, could be
achieved. Keeping the company focused on this goal will produce an
end-result of a safer community, state and nation. Yes, it is technology to
Serve and Protect, but more so it also is technology specifically designed
to give us a better class of living.
COPsync's clients now have the ability to collect 100% of the officer’s
activity in an electronic format – at the point of incident
– creating the ability to share this same data real time regardless of the

successfully assisted its clients in applying for over ten million
dollars in Federal and State Grant Funds specifically written to fund

To Shareholders
I want you to know and understand the deficiencies that plague our
nation's Law Enforcement officers. If you understand how weak our
system is and how easy it is going to be to fix the problem, I believe the
rest of your choices will be easy.
The most important thing for you to understand at this point is our
nation's Law Enforcement Community is a profession working without the tools
that they need to adequately solve crimes much less stop them while they are
in the process of occurring. How can we expect officers on the street
to stop criminal activity in progress, when it is in the process of
occurring in their neighboring communities they have no knowledge of the
criminal activity in progress? How can we expect our investigators to
properly investigate and interrogate suspects when they are unaware that
data exist in other departments that may provide clues or insight to a
suspect's behavior or motives? Simply, the problem is our nations Law
Enforcement community does not share information.
Please don't be mislead into thinking that these deficiencies evolved
into the Law Enforcement community as a result of policy or mismanagement. It is actually quite the opposite.
This is not the result of
having leaders that lacked vision, creativity and the ability to adapt to
change. My direct experience has shown me that the problems that we
are faced with today are a byproduct of a lack of technology. To
explain, as law enforcement officers perform their duties they write reports
and collect vast amounts of information. The technology necessary to
catalog and share that information such as vehicle rugged computers with
data storage capabilities large enough to process large and complex reports,
wireless connectivity and in-car printing capabilities did not exist until a
few short years ago.
The COPsync vision was started 6-years ago with the forethought and
understanding that this was going to be a huge undertaking. Technology
that has the ability to immediately stop a child abduction in progress,
alert officers to dangers prior to them performing their duties, assist Law
Enforcement in dealing with family violence, provide additional patrol hours
to the officer by saving time on paperwork, give an investigator access to
data to link suspects and solve crimes, and to assist our officers in
becoming a better servant to the community to whom they are responsible. If
you are a current shareholder in COPsync, Inc. I want to personally thank

Russell
Chaney
Russell serves the partnership as Founder and CEO. Russell’s background
in public service started in 1984 as an EMT. After three years of working on
the ambulance, Russell decided it was time to further his commitment to his
community by moving into Law Enforcement. He started his career in Law
Enforcement as a civilian rider, riding with Sheriffs Deputies with the
Comal County Sheriffs Office and troopers with the Texas Highway Patrol. In
1988 Russell graduated from the San Antonio Law Enforcement Academy with a
Texas Peace Officer Certification. From that point forward, he worked for
Municipal Police Departments and Texas Constables Offices, all the while
maintaining his career as a Professional Sales Executive. Russell maintains
his Law Enforcement Commission to this date with the Comal County Constables
Office Precinct #4.
Shane Rapp
Shane serves the partnership as Co-Founder and CTO. Shane’s background
in public service started in 1996 as a civilian rider with various officers
and agencies. Shane graduated from the San Antonio Law Enforcement Academy
in 1998 with a Texas Peace Officer Certification. Shane furthered his Law
Enforcement education by obtaining a Texas Communications Officers
Certification and Texas Communications Officers Supervisors Certification.
In 2004, Shane placed his name on the ballot to run for Precinct #4
Constables office. His opponents included a retired Assistant Police Chief,
a retired 27-year veteran police officer, and a retired San Antonio Police
Helicopter Pilot. After hard work and diligent campaign efforts, Shane was
elected to the position after going to a run-off election with the retired
Assistant Chief. Shane maintains this elected status to date. During his Law
Enforcement tenure, Shane continued to work full-time as a business
executive in the corporate community.
